Occupational Summary
The Director of Budget and Business Services is responsible for the budget, financial and business activities of the department. The Director is responsible for recommending and implementing practices that assure operating efficiencies of the department. Designs, develops and maintains management and budgetary information about department operations. The Director provides organizational and fiscal analysis of departmental business, capital and operational activities.
Work Performed
Direct the business and operational activities of the department including: operations and capital budget preparation, budget reporting, project accounting, payroll, budget analysis and forecasting.
Develop budgetary recommendations with each section of the department and prepare operational budgets; monitor, verify and reconcile expenditure of budgeted funds; review monthly budget variances. Provide management reports and financial forecasts.
Provide management and analytical support for departmental planning and operations to support decision making.
Develop ongoing budget performance reports and analysis providing financial guidance, technical assistance and recommendations.
Oversee departmental accounting and financial procedures of the department.
Provide and internal control functions for the Department assuring that required University procedures for control of financial resources, records and accountabilities are being met
Supervise maintenance of departmental accounting records and documents to ensure accuracy and adequacy of information; establish appropriate levels and approval amounts for all expenditures.
Maintain strong working relationship with Duke University Budget Office
Review financial expenditures and prudent utilization of resources; make recommendations for improving services and reducing cost of all business operations.
Create operating budgets for new academic/administration buildings and renovations
Manage and direct the development and implementation of University and departmental policies relating to Facilities rates, cost allocations and methodologies.
Supervise various personnel including, but not limited to, hiring, performance appraisals, promotions, transfers, and scheduling time off.
Act on behalf of the Associate Vice President with regard to external contacts, meetings and other departmental events.

Required Qualifications at this Level
Education/Training
Work generally requires a bachelor's degree in Business, Accounting, Finance or a related field. Master's degree preferred.
Experience
Work generally requires five years of progressive managerial experience, to include financial management, accounting and budget administration. Excellent problem solving, project management and presentation skills required. Familiarity with University financial system preferred.
