Occupational Summary

Lead the Payroll function of Duke University and Duke University Health System. Direct and coordinate activities of the Duke University Corporate Payroll Services Operations team to engage in processing Duke University and Health System payroll transactions for faculty and staff and bi-weekly employees as well as Noncompensatory fellowship/scholarship recipients.

Work Performed

As a member of the Controller's leadership team, provide leadership and support for effective problem solving, difficult customer inquiries, and overall direction for the Payroll operations.

Direct and coordinate activities of employees engaged in processing time reports and payroll/personnel system forms, compiling payroll controls, reconciling automated controls against manually constructed controls and preparing payroll journal entries.

Develop and implement processes to ensure strong internal controls across all payroll processing activities. Ensure master data maintenance, payroll transactions and reporting tools are monitored to ensure accuracy and compliance with University and Health System policies and procedures.

Supervise and coordinate work of designated employees; manage various personnel functions including but not limited to hiring, performance appraisals, promotions, transfers and vacation schedules. Maintain and develop performance standards and reporting to monitor employee's adherence to the standards.

Communicate with the Associate Vice President/Controller as appropriate regarding departmental strategy, operations, and issues.

Respond to inquiries and provide reports to the senior administrators of the University and Health System.

Coordinate the Administrative Systems Management technical team ensuring system updates are implemented accurately and in a timely manner. In conjunction with the technical team, develop and implement process improvements enhancing payroll processing, system controls and the employee experience.

Develop departmental goals to ensure efficient and effective operations and business processes; evaluate departmental structure, policies and procedures in light of such goals and make revisions as indicated.

Supervise investigations of payroll claims and complaints regarding payments, wages and deductions; coordinate necessary changes or corrections; answer and resolve complex payroll related questions and problems.

Develop various communications for distribution to departmental managers, departmental payroll representatives regarding payroll deadlines, business process changes, etc.

Update and maintain current documentation on procedures for payroll processes.

Perform other related duties incidental to the work described herein.

Required Qualifications at this Level

Education/Training

Work requires knowledge of accounting principles generally acquired through a bachelor's degree in Accounting, Business Administration or a directly related field.

Experience

Work generally requires ten years of experience in an accounting or payroll office to become knowledgeable of accepted accounting and payroll practices involved in managing and processing accurate and timely payment of University payrolls and ensuring compliance with federal and state regulations.
