Occupational Summary

Provides technical support in the development and implementation of energy programs including, energy efficiency and self generation projects. Serves as the Universities principal technical advisor regarding current and emerging power supply/delivery issues including energy supply and acquisition strategies, building energy management technologies, internal energy usage policies, and regulatory compliance.

Work Performed

Energy Usage & Cost Analysis:

Monitors the utility metering systems.

Provides analysis on building energy utilities including electricity, gas, fossil fuels, water, sewer and renewable sources.

Develops load profiles, historical usage patterns by building function and system, unit costs and weather data.

Develops forecasts and reports for budget establishment, energy consumption and conservation, including performance against national standards and benchmarks for each building to ensure most efficient use of the facilities infrastructure including environmental compliance of mechanical equipment.

Prepares written reports with analysis and recommendations.

Coordinates process for rate setting and regular billing for utility charge backs to other areas of the University.

Develops and ensures the regular tracking of appropriate performance measures to support continuous improvement in energy management and conservation.

Strategic Planning:

Develops and implements University wide Energy Needs Assessment and Energy Management Plan (energy strategies and conservation programs) that includes improvements in equipment and energy technology, and building management and occupant practices; applies technical competency in state of the art conservation technologies, renewable energy, and sustainable systems.

Seeks out alternative funding for energy conservation initiatives and manages energy conservation funds.

Performs periodic building energy audits to identify potential energy conservation projects; directs the work of the engineering firm responsible for the energy master plan.

Coordinates the work of outside contractors and University personnel working on energy and conservation related projects.

Performs energy calculations and incorporates results in the management of campus energy conservation programs and central power plant operations along with satellite chiller plants.

Oversees energy conservation projects in campus buildings and utility operating systems.

Works with utility company to implement effective and innovative demand side management strategies, including energy efficiency, demand response, and peak load management.

Energy Conservation Measure Development:

Identifies building mechanical problems impacting energy consumption; analyzes heating, cooling, ventilation, and lighting systems to determine optimum operating conditions.

Advises maintenance shops on energy efficient operation of building mechanical systems.

Develops and recommends equipment and operational strategies to maximize operating efficiency.

Performs walk through to investment grade auditing to facilities that merit such work.

Provides administrative and technical support to the operation and maintenance of energy management systems including the development of new programming.

Advises maintenance shops on energy efficient operation of building mechanical systems; directs and supervises facilities personnel involved with energy management activities.

Develops and recommends equipment and operational strategies to maximize efficiency.

Performs other duties as required such as commissioning of mechanical and electrical systems to ensure systems sequence of operation and efficiencies are met.

Procurement:

Develops and implements an energy procurement strategy for the University.

Identifies, solicits, and meets with potential energy suppliers and/or brokers on price and supply capabilities.

Negotiates and recommends purchasing agreements with energy suppliers. Oversees supplier compliance with utility agreements.

Monitors energy market changes to minimize University's cost of energy.

Assists in the preparation of utility budgets by formulating utility use projections.

Oversees the negotiation and recommendation of purchasing agreements with energy supplies.

Assists with the development and implementation of the natural gas and electricity purchasing strategy.

Monitors and influences regulatory policy through direct interface with utilities representative and/or subsidiary.

Represents Duke in utility negotiations with utility companies to influence the development of rates advantageous to Duke.

Develops campus policies and guidelines relative to energy acquisition, usage, and management.

Addresses all types of energy usage including but not limited to electric, natural gas, water and sewer.

Technical Assistance:

Reviews plans and designs for building construction and renovation projects; makes recommendations regarding energy conservation and appropriate technology to ensure efficient energy and environmental compliance.

Analyzes the life cycle costs of typical building equipment to develop standard specifications for University installations.

Maintains technical competency in state of the art conservation technologies, renewable energy, and sustainable systems.

Participates in the development and management of capital projects, deferred maintenance and capital renewal projects as they relate to energy management to meet Duke's long term facility condition requirements.

Provides oversight to the management team of energy management projects and surveys; develops energy tracking forms; identifies energy usage and savings.

Collaborates with other Facilities Services units on energy conservation initiative and energy management issues and information.

Researches and interprets federal, state, and local energy and environmental regulations to ensure compliance.

Provides direction for the development programs to ensure compliance with future regulations.

Researches and negotiates with appropriate utility company representatives to ensure Brown participates in all available rebate programs.

Maintains and coordinates a current database to ensure needs and requirements are coordinated with project development.

Develops institutes and monitors standards for energy consumption and costs.

Perform other related duties incidental to the work described herein.

Required Qualifications at this Level

Education/Training

Bachelor's degree in Engineering, Masters degree preferred. Certified Energy Manager or ability to obtain CEM.

Experience

A minimum of 5 years experience developing, implementing and monitoring energy management programs is required.
