Occupational Summary
The AVP & Associate Treasurer will oversee the University's cash management, external investment and commercial banking relationships as well as the University's relationship with credit rating agencies. They will provide operational liquidity to support ongoing university operations in addition to develop and manage financial policies for capital structure, external financing, working capital, treasury operations, accounts receivable, card programs, foreign exchange exposure, insurance risk management and interest rate risk management.
Work Performed
Responsible for the leadership and development of a highly effective team who serve as collaborative partners and engines of continuous improvement and service excellence in support of enterprise-wide endeavors. Ensure human resources are aligned with mission-critical tasks, provide timely and relevant employee feedback, develop targeted talent development plans, and develop succession plans for critical staff positions ensuring organizational continuity over time. University business functions primarily include cash management, endowment accounting, treasury operations, e-commerce, accounts receivable, university cashiering and student accounts, sponsored projects accounting, philanthropic accounting and risk management.
Serving as a key member of the Vice President of Finance's senior staff and representing the Vice President of Finance on various university committees, groups and other collaborative efforts.
Identifying and assessing opportunities for innovation.
Develop and implement cash management operational strategies and supervise/coordinate corporate liquidity management in partnership with Duke University Health System (DUHS).
Ensure cross-functional coordination with the management centers, other leaders within the University finance function, global partners and DUHS for treasury-related issues.
Oversee and maintain compliance with regulations including the Payment Card Industry Data Security Standard (PCI-DSS), Red Flags Rule, NC Identity Theft Protection Act, Bank Secrecy Act, Municipal Securities Rule-Making Board (EMMA) and Uniform Prudent Management of Invested Funds Act (UPMIFA). Prepare high-quality reports for senior management and the Board of Trustees.
Identify and regularly analyze financial risk exposure as well as the impact of internal and external trends and government and/or regulatory changes to University assets, in partnership with management centers and other leaders within the University finance function.
Required Qualifications at this Level
Education/Training
Requires a minimum education requirement of a BA/BS in Accounting, Finance or a related field with strong preference for an MBA or advanced degree in Finance or equivalent experience. CPA or CTP certification is strongly preferred.
Experience
Requires ten or more years of demonstrated success in Treasury-related roles with progressive growth in responsibilities.
