Occupational Summary
The Senior Manager, Parking Operations is responsible for overseeing the day-to-day operations of Duke University's parking structures and surface lots, the planning, coordination, and execution of all event- related parking and transportation activities across the university, as well as traffic enforcement across Duke's campus. This role ensures smooth and efficient ingress/egress for all parking locations, the necessary maintenance and capital renewal of all parking structures and surface lots, as well as the effective deployment of staff, contractors, equipment, and systems to support events ranging from small departmental functions to large-scale campus gatherings. The incumbent must cultivate strong working relationships with a diverse customer base, internal departments, and external partners while upholding university policies, delivering exceptional customer experience, and maintaining operational excellence.
Work Performed
Oversee daily operations of university parking facilities, including staffing, gate programming, equipment functionality, and facility inspections. Utilize departmental parking access and revenue control systems (PARCS) to monitor space utilization and determine availability for events. Respond promptly to operational issues, equipment malfunctions, and service disruptions to ensure seamless execution.
Recruit, hire, schedule, train, evaluate, and supervise full-time, part- time, and contracted event parking personnel. Provide ongoing coaching, performance management, and corrective action as needed. Lead staff and contractor meetings, ensure proper training on departmental policies and procedures, and maintain professional standards of appearance and conduct.
Develop and implement comprehensive parking and transportation plans based on event size, location, and operational requirements. Coordinate closely with campus departments, event planners, and external partners to ensure event needs are met. Prepare and deliver briefings, post orders, and follow-up reports to assess event effectiveness and identify opportunities for improvement.
Serve as a primary point of contact for departments and patrons utilizing parking services for events. Resolve customer concerns, provide guidance on parking and transit solutions, and ensure a positive experience for all stakeholders. Communicate issues, complaints, and unusual occurrences to management as appropriate.
Support all fiscal aspects of event parking operations, including budgeting, billing, reconciliation of funds, cash handling oversight, and collaboration with finance staff on audits. Maintain accurate records, investigate discrepancies or procedural issues, and recommend policy or operational improvements to enhance efficiency and service delivery.
Oversee the maintenance and capital renewal of all parking structures and surface lots, including gates and related pay stations. Maintain adequate inventory of signage, cones, barricades, and other event- related equipment. Oversee enforcement resources and relevant technologies across campus. Coordinate the release of publicity materials, alerts, and event-related communications in collaboration with departmental partners.
Required Qualifications at this Level
Education/Training
Work requires a Bachelor's degree in Business Administration or a related field.
Experience
Work requires five (5) years of related experience in a college, university, or comparable transit environment.
