Occupational Summary

The Assistant Vice President for Government Relations monitors and analyzes current federal policy on a wide range of issues and advocates directly with policymakers to advance Duke's priorities. Serves as member of Public Affairs and Government Relations (PAGR) leadership team.

Work Performed

Works closely with OGR, Office of State Relations, PAGR and University leadership to develops positions and policies on Federal policy and legislative issues.

Serves as a principal advocate, representative and spokesperson on Duke programs and priorities to Federal policymakers, including Congress and the Executive Branch.

Serve as Duke representative to national associations, coalitions, working groups and task forces on federal policy issues.

Advise faculty on federal policy issues.

Manages, leads and coordinates a broad range of activities in the Office of Government Relations and developing high quality programs for both Washington DC and campus-based participants.

Functions as deputy to Associate Vice President for Government Relations.

Develop annual federal affairs priorities and prepare a detailed strategic plan for office activities, in consultation with Duke senior leadership with an emphasis on federally funded scientific research. Oversee implementation of Duke University's federal advocacy strategic plan with a stress on areas impacting scientific research funding.

Manage university's daily involvement with the US Congress and executive branch on legislative policy and regulatory issues in which the university has an interest, with primary responsibility for scientific research issues.

Build and maintain relationships with government and congressional leaders involved with scientific research issues.

Coordinate and manage communications, including provide updates and reports to senior leadership and Board of Trustees.

Work closely with area Chambers of Commerce, regional businesses and research facilities, to create a comprehensive federal scientific research and economic development plan that will advance federal policy of mutual interest.

Oversee budget, operations, and resources of the team. Supervise personnel actions and provide leadership role as needed including, but not limited to, the hiring and training of campus interns, management of projects given to interns and Project Coordinator, and basic day to day operations of the office.

Required Qualifications at this Level

Education/Training

Work requires communications, analytical and organization skills generally acquired through a bachelor's degree program. Master's degree preferred.

Experience

Work requires 10 years of related experience.
