Occupational Summary

This position will be responsible for the operation and maintenance of the Steam & Chilled Water plants to meet safety, reliability and efficiency goals of the department by implementing and executing operation, maintenance and reliability best practices. The Operations & Maintenance Manager will oversee all utility plant equipment, personnel, facilities and distribution including chillers, boilers, generators, pumps and auxiliary equipment.

Work Performed

Oversees and directs the operation of steam boilers, chilled water systems, pumping systems, and auxiliary equipment to ensure safe, reliable, and efficient plant operation; monitors building HVAC and electrical systems.

Direct the documentation, implementation and execution of the Maintenance and Reliability workflow process (i.e., planning, scheduling, preventative maintenance, predictive maintenance and work execution) that will provide continuous improvement of maintenance practices.

Analyze system operations to identify changes that will improve system reliability and efficiency that contributes to the minimization of usage of natural resources, including water, natural gas, and electricity.

Oversee the establishment of schedules and methods for facilities operations; implement policies and procedures to ensure adequate capacity is always available to meet expected demand.

Directly supervise the Operations and Maintenance Team leaders as well as the Utility Project Support and Locating team.

Carry out supervisory responsibilities in accordance with the organizations policies and applicable laws.

Responsibilities include interviewing, hiring, and training employees; planning, assigning, scheduling and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Establish and maintain a professional and consistent positive work environment.

Ensure the Operations and Maintenance Teams complies with safe work practices through administration, enforcement of company and utility policies, procedures and training consistent with the objectives of the Facilities Management Department and in compliance with Federal and State agencies that will maintain a safe, clean and secure work environment.

Work with the Duke Occupational, Environmental and Safety Office (OESO) engineering staff to ensure that the utility plants meet all Federal and State requirements.

Ensure that the Operations & Maintenance Teams supports the resolution and correction of safety and environmental issues throughout the utility systems in timely manner and with a sense of urgency.

Prepare and manage utility operations and maintenance department labor, services, and materials budget.

Provide leadership to ensure the proper technical assistance and support have a primary focus on resolving operational problems and optimizing the efficiency of Chilled Water Plant and Steam Plant Operations & Maintenance.

Work with engineering resources to modify equipment and facilities to ensure reliability in an economic and efficient manner to meet design criteria as well as reviewing new equipment designs and equipment modifications to ensure operability and maintainability are considered.

Ensure the Operations and Maintenance teams respond to emergency calls, on or off shift hours, concerning mechanical or electrical breakdowns with the utility plants or distribution systems, then troubleshoot these problems and facilitate the necessary repairs in a timely manner.

Perform other related duties incidental to the work described herein.

Required Qualifications at this Level

Education/Training

Work requires a Bachelor's degree in Mechanical or Electrical Engineering, or a directly related technical discipline.

Experience

Work requires five to 10 years directly related leadership experience within a utility plant environment, including operation of large steam boilers, centrifugal chillers and/or utility distribution systems.

Prefer at least five years of experience directly supervising operations or maintenance employees.

OR AN EQUIVALENT COMBINATION OF RELEVANT EDUCATION AND/OR EXPERIENCE
