Occupational Summary

Assist with management and executing event parking and event transportation programs while minimizing impacts to the daily parking & transportation operations at the University & Health System. Collaboration within PTS to customer service, enforcement, maintenance, and permitting teams, establish fluid parking programs for both small- and large-scale event operations. Continually evaluate operations and organize adjustments as needed to enhance the parking system. Assist with responsibilities for managing the day-to-day operations of the Duke University and DUHS portfolio of parking garages and surface parking lots to ensure safe, efficient, and cost-effective services for patients, visitors, employees, and students. Cultivating a professional, diverse, and customer-focused team, this position delivers an efficient parking operation that relies extensively on industry standard systems for control and efficiency. This position will also bear responsibility for managing the hardware and software of the parking operation and ensuring that customer satisfaction is maximized by fostering a work environment that values and promotes diversity, integrity, collegiality, collaboration, and a 'Teamwork, Safety First, and Service Excellence' approach, maintaining the highest level of service thresholds and initiatives that are aligned with Parking and Transportation. Ability to establish effective working relationships with a diverse customer base and workforce.

Work Performed

Support all campus and medical events as well as athletic sports campus.

Participate in planning meetings, offer services within established budgetary departmental guidelines, engage in previous practices with consideration of updated practices based on shifting of parking environment, offer solutions to complex parking needs.

Assist with financial aspects of all event planning and parking needs.

Utilize parking software data to understand daily parking permit impacts and plan for event parking operations, program parking gates & electronic signage as related to events, issue electronic validations to customers.

Develop, oversee, and create procedures, standards, pricing, and guidelines to ensure departmental needs are fulfilled.

Configure parking needs with Duke departmental event leaders, as well as external customers, and provide support services utilizing parking resources at the University & Medical Center.

Perform billing input functions related to event parking resources, scheduling with contracted staffing services, and work closely with finance team on reconciliation and auditing functions for all events.

Provide instructions and briefing materials to staffing contractor management, collaborate on complex needs, and offer onsite support during business hours as well as after business hours when needed.

Collaborate with communications team to instruct Duke community on events which can impact traffic and parking facility accessibility; provide information to be incorporated through email, on the PTS website, in published articles, etc.

Supervise event staff members (internal and contractor based) involved in support activities which includes the making and placement of custom signage, cones, and parking space reservation, and develop as needed.

Respond to parking attendant staff, contractors, and equipment issues. Complete facility checks of staffing and gate programming for all events. Perform tours of staffed parking locations during events and check operation of all equipment and signs for events.

Monitor small/large scale parking operations to ensure vehicular fluidity and work closely with DUPD in planning stages to communicate parking activity as it relates to traffic flow.

Work closely with Duke Transit management to coordinate event transportation resources with parking operations and serve as point of contact for event planners.

Prepare reports and analysis of findings and revenue projections based on collected counts and transactional and revenue data.

Work closely with finance and the director of Parking and Transportation Services to determine fiscal requirements, make projections, and develop annual operating and capital budgets that will also serve to support formation of the appropriate fee structures required to sustain the integrity of parking operations and build reserves for future campus parking requirements.

Assist in participation in departmental strategic planning and development. Work to establish effective short and long-term goals for parking operations and devise methods to improve the overall effectiveness of parking services and programs.

Function as a liaison of Parking and Transportation Services with University and Medical Center administrators and planning offices, DUHS, Duke Athletics, Duke departments, and the City of Durham. Represent the university, as directed, on high-level internal and external working groups and work to develop positive relationships within those departments.

Maintain relationships with city parking and transportation providers to ensure coordination of efforts and identify opportunities for shared services.

Participate in meetings throughout the organization regarding infrastructure improvements and provide solutions to parking management issues that may arise.

Identify and implement the best practices to facilitate process and service improvements in the daily operation.

Assist with management the PTS operations team to include hiring, coordination of daily operations, technical operations of software and hardware, radio systems, directing projects and work assignments, conducting performance appraisals, issuing disciplinary actions, resolving conflicts, approving leave requests, editing timecards, and ensuring the provision of appropriate professional development and training.

Prepare staff evaluations annually and updating plans for the department. Schedule and lead staff and contractor meetings.

Follow department protocol for dealing with emergencies including notification of staff/contractors.

Perform other related duties incidental to the work described herein or as requested by senior management.

Required Qualifications at this Level

Education/Training

Work requires analytical, communications and organizational skills and 3-4 years minimum years of experience in parking management or administration involving large scale operations and/or events. Management of a small to large staff and/or contractors and skills necessary to plan, coordinate and implement a variety of athletic, university ceremonies and enforcement staff focused on parking activities and transportation.

Bachelor's degree preferred.

Experience

Requires a minimum of 3-4 years of relevant or comparable professional experience, preferably in a university or medical center parking setting.

Experience with parking software/hardware of T2 Flex and PARCS preferred.

Experience with electrical and mechanical fault diagnostics preferred.

Project management experience and construction management a plus.

Operations and/or parking experience is a plus.
