Occupational Summary

Plan, develop and implement recruitment and staffing strategies for assigned departments with special emphasis on a well-qualified and diverse pool of candidates, timeliness, and cost effectiveness.

Design effective outreach programs and recruitment strategies to enhance Duke University's and Duke University Health System's veteran recruitment programs, which are focused on identifying and hiring qualified veterans. Partner with community veteran organizations to grow candidate pipelines. Acknowledge and establish support from current Duke University and Duke University Health System veteran employees.

Work Performed

Assist with the design and development of a Veterans Hiring Program plan, to link and retain veterans with employment opportunities and resources at Duke University and Duke University Health System

Coordinate with Veterans Affairs Departments nationwide at colligate institutions for transient veterans collecting education benefits.

Identify Veterans in the applicant pool. Work with recruiters in Central HR and other recruitment offices, to identify qualified veteran applicants; design process to provide resume to a central database; design communication process and database reporting.

Design outreach communications; solicit feedback on applicant experiences; interview selected employees who are veteran's concentrating on onboarding, engagement, wins, and issues.

Work with HR communications to strengthen veteran's presence and outreach through Recruitment/jobs website.

Work to promote Duke outwardly to capture a greater number of Veterans in the job applicant pools; career fairs, employee referrals.

Work with outside Veterans community programs and affiliates.

Identify appropriate career fairs and presentations that will be successful in the recruitment of veterans.

Work with community organizations by developing a relationship and utilize networking to gain access to community veteran organizations that can provide veteran employees.

Work with Rewards and Recognition to identify appropriate jobs/descriptions where military experience and skills can be added.

Establish, cultivate, and maintain ongoing relationships with hiring managers in order to understand the business unit and its recruitment needs within the context of their mission.

Set expectations (develop roles and responsibilities). Provide counsel and expertise in all areas of recruitment and staffing (e.g., search firms, and advertising.) Develop recruitment plan based on department needs that clearly define and commit to service and performance criteria; develop and review diversity plan with focused recruitment strategies; influence strategic staffing decisions such as succession planning, training, and career development.

Provide a high level of customer service in consulting with and guiding hiring managers in comprehensive recruitment and staffing issues, policies, and processes.

Provide consultation on a variety of human resource issues and work closely with all areas of Human Resource Department to facilitate effective Human Resource relationships; advise hiring manager regarding Orientation, Benefits, Compensation, and Payroll; provide basic benefits information to hiring managers and candidates; train departmental hiring managers on recruitment processes, interviewing techniques. Promote Duke at a variety of recruitment functions such as job fairs, university and college career days, and career events targeted for special populations.

Perform other related duties incidental to the work described herein.

Required Qualifications at this Level

Education/Training

Work requires analytical, communications, and organizational skills generally acquired through completion of a Bachelor's Degree Program.

Experience

Work generally requires three years of experience working closely with hiring managers on recruiting and other human resource issues in a dynamic and diverse environment.

A minimum of two years experience working with veterans or military experience is strongly preferred.
