Occupational Summary

Provide coordination and support to the Executive Director of BCEM in developing and maintaining the Emergency Management program, plans, and procedures: to include planning, mitigation, response, recovery, stakeholder training/awareness, and the continuing operation of the Emergency Communications Center. Job requires an individual capable of building a responsive, consistent, and equitable culture between teams of how we identify, manage, and learn from incidents.

Work Performed

Direct the development, periodic testing, and ongoing improvement of a disaster response/crisis management plan.

Partners with the Director of Emergency Management in developing and maintaining the University Emergency Operations Plan and annexes, as well as Duke University Business Continuity Emergency Management policies and procedures, to include all constituent units.

Liaise with other University and Health System departments/units as appropriate to develop and maintain individual emergency plans and to ensure Organization-wide disaster readiness and continuity of instruction, research, and business functions.

Administrator DukeAlert emergency notification system.

Monitor Metrologic conditions and disseminate alerts, watches, warnings, forecasts and other related products.

Design and implement Best Available Refuge Area (BARA) program for the Duke community.

Function in command post during incidents and planned events as needed.

Develop and disseminate educational and training materials and exercises and conduct outreach to help prepare Duke students and employees to respond successfully to an emergency situation and promote a culture that encourages open exchange of information about potential emergencies and mitigation.

Develop and maintain a scalable and deployable reserve supply/inventory system to aid in the Emergency Management Division's mission.

Provide support during and after emergencies/disasters to include the coordination of operations and resources across response organizations and stakeholders during disasters as well as documentation and analysis following disasters. Respond to actual emergencies as necessary.

Investigate, research and make recommendations regarding emergency preparedness and response to continuously improve Duke's emergency management capabilities. Conduct independent research to insure best practices on areas of direct responsibility, including but not limited to inventory management, CAD systems, and disaster planning and policy. Facilitating the execution of multi-function, multi-disciplinary exercises that involve cooperation among all regions' various jurisdictions throughout North Carolina.

In collaboration with the Executive Director of BCEM, this role is responsible for facilitating positive and collaborative relationships with internal organizations (Student Affairs, academic units, Facilities Management, OIT, Life Flight, Duke Health System, etc.) and external organizations (County EMS, County EM, City Fire Department, state agencies).

Assisting with conducting an exercise program that is compliant with state and federal laws pertaining to the Radiological Emergency Preparedness (REP) program for the sites which affect Duke University.

Preparing for, observing, and participating in REP exercises and training sessions as required to maintain proficiency.

Develop a high-functioning emergency management workforce in the future will require regularly exercising virtual and blended hybrid EOC operations to address staff technology access issues and work-time accountability.

Respond to emergency incidents on a 24 hour basis and may work irregular hours at various locations throughout the Duke campus and surrounding community during an emergency incident.

May serve as an alternate to the Executive Director of BCEM at times for After-Hours needs. This may include on-call.

Required Qualifications at this Level

Education/Training

Work requires a Bachelor's degree in Public or Business Administration, Law Enforcement, Public Health or Emergency Management or related field.

Requires FEMA certifications IS: 100, IS: 200, IS: 700, IS: 800.

ICS 300 & 400 Preferred. Required to obtain within 1 year.

DOT Hazardous Materials Shipping Certification Preferred.

IATA Shipping Certification Preferred.

Possession of a valid Class C driver s license issued by the State of North Carolina, with an acceptable driving record.

Experience

Work requires 7 or more years of experience with disaster planning, emergency communications, emergency management, emergency preparedness, public safety, or disaster recovery or closely related field.
