Occupational Summary

The Executive Director of Business Continuity, Emergency, & Efficiency Management will collaborate with department directors and senior leadership to develop and implement plans to anticipate, address, and mitigate the effects of various business interruptions. This position will develop and foster effective collaboration between departments and other affiliated services to ensure an integrated approach to providing services, and fulfilling our clinical, research and educational goals and objectives. Develop, maintain, or implement business continuity and disaster recovery strategies and solutions, including risk assessments, business impact analyses, strategy selection, and documentation of business continuity and disaster recovery procedures. Increase organization efficiency by understanding various business operations and recommending and implementing enhancements to improve productivity, reduce costs, and increase overall velocity.

Work Performed

Develops and maintains a business recovery plan and procedure; reviews, revises, and expands existing plans and protocols.

Conducts risk assessments for various departments and functions, analyzing potential business impact of unpredictable business interruptions such as natural disasters, security breach, legal claims, and market disruptions.

Identify opportunities for strategic improvement or mitigation of business interruption and other risks caused by business, regulatory, or industry-specific change initiatives.

Plan, conduct, and debrief regular mock-disaster exercises to test the adequacy of existing plans and strategies, updating procedures and plans regularly. Act as a coordinator for continuity efforts after a disruption event.

Collaborates with IT staff to develop and implement best practices to protect and restore data and systems in the event of natural disasters, viruses, and hackers.

Identifies and implements recovery operations and methods to allow the company to function at limited or partial capacity in the event that part or all of the infrastructure is damaged or destroyed.

Creates and facilitates practice drills for plan execution.

Develops and provides staff training on risk management and disaster recovery.

Works with health, safety, and security staff and local, state,and federal agencies to align the organization's emergency management plan with established best practices and community standards.

Design or implement products and services to mitigate risk or facilitate use of technology-based tools and methods.

Assist with coordinating and communicating with various public safety agencies, community organizations, officials, and the public.

Acts as a liaison with federal, state and local agencies.

Maintains frequent communications with fire agencies, law enforcement agencies liaison and interpretation of emergency management responses and communications.

Assist with developing, revising, and implementing various emergency management related plans, including the Emergency Operations, Plan and Annexes, Hazard Mitigation Plan, and Continuity of Operations Plan, to ensure compliance with county, state and federal requirements.

Assist in the development, implementation, coordination, delivery and evaluation of emergency preparedness trainings and exercises for both internal and external stakeholders.

Provide technical guidance to ensure operational readiness of the Emergency Communications Center (ECC) and associated systems.

Assist in the development, implementation, and evaluation of programs, activities, and materials designed to enhance community preparedness and build resilience.

Assist in maintenance of FEMA Approved Hazard Mitigation Plan.

Serve as an EM representative on working groups and planning committees. Recommend and implement systems/enhancements/processes to improve productivity, increase efficiencies, reduce costs, and increase overall velocity while taking advantage of best business practices and maintaining sound internal controls.

Build frameworks to track and analyze key data points in order to identify opportunities to drive efficiency and customer satisfaction.

Lead and coordinate quality, efficiency projects and activities to ensure continuous best practices, and quality improvement.

Maintaining a functional understanding of the business across multiple departments.

Develop effective relationships with leaders throughout the team.

Analyze existing workflows and perform best practice benchmark gap analysis.

Assist with annual budget process, grant applications and management, and related tasks. Identify strategic business investment opportunities.

Interpret government regulations and applicable codes to ensure compliance.

Write reports to summarize testing activities, including descriptions of goals, planning, scheduling, execution, results, analysis, conclusions, and recommendations.

Attend professional meetings, read literature, and participate in training or other educational offerings to keep abreast of new developments and technologies related to disaster recovery and business continuity.

Performs other related duties as assigned.

Required Qualifications at this Level

Education/Training

Bachelor's degree in Business Administration, Finance, or similar field required; Master's degree preferred.

Experience

Minimum of ten years of management experience with at least two years in a risk management position required.

Skills

Thorough understanding of risk management

Excellent strategic, problem solving, and analytical skills

Ability to think through hypothetical situations and concepts and to identify risks and weaknesses in various business processes

Ability to collaborate with others to develop an emergency plan

Excellent communication skills

Proficient with Microsoft Office Suite or related software
