Occupational Summary

Provide leadership and supervision for Procurement operations. Supervise day to day operations, sourcing managers, sourcing analysts and purchasing assistants. Represent AVP at meetings and oversee special projects.

Work Performed

Oversee and assure all departmental policies and procedures are followed. Interface with Internal Audit, legal counsel and compliance. Provide leadership to large University and Health System wide procurement programs. Such programs may include Supplier Diversity, Green Purchasing, warehousing and logistics.

Plan departmental budget needs by analyzing program plans on both a short and long term basis including projecting possible levels of support from multiple sources of funding; confer with administration to analyze and recommend priorities and goals for future department needs.

Determine fiscal requirements, make projections and prepare overall departmental budgets; Coordinate the compilation and preparation of operational and financial reports and analyses setting forth progress, adverse trends and appropriate recommendations.

Maintain interface with departmental personnel to coordinate operational activities to ensure adequate manning, space and facilities; direct the planning and coordination of purchasing, maintenance, construction and renovation activities for the department.

Maintain liaison with all levels of administration and outside organizations to coordinate departmental business, accomplish directives and facilitate the resolution of problems.

Supervise and coordinate work of a team(s) of professional procurement staff; manage personnel activities to meet University and departmental objectives in training, equal employment and pay, and wage and salary administration; advise on employment terms making recommendations and decisions regarding the coaching, counseling, evaluating, hiring and firing of department personnel.

Perform other related duties incidental to the work described herein.

Required Qualifications at this Level

Education/Training

Work requires completion of a Bachelor's degree related field.

Experience

Work requires ten years of progressively responsible procurement-related experience. Three of the ten years must be in a supervisory role.
