Occupational Summary
The Senior Manager, Transportation Services is responsible for managing all transit operations for Duke University and Duke University Health System to ensure the safe, efficient, and compliant delivery of fixed- route transit, ADA and Van Services, and charter bus services. This position provides senior-level operational leadership, regulatory oversight, financial accountability, and staff management for Duke Transit Operations. This position also has overall responsibility for Fleet Maintenance operations, including oversight of personnel, vehicle condition, and operational readiness. The role represents Parking & Transportation Services (PTS) leadership as needed and ensures that transit services meet institutional needs, regulatory requirements, and customer expectations.
Work Performed
Manage all Duke transit operations, including fixed-route bus services, ADA and Van Services, charter services, and Duke-owned vehicle operations.
Ensure compliance with all applicable federal, state, and local laws and regulations, including DOT requirements related to safety, accessibility, driver licensing and certification, training, and drug and alcohol testing programs.
Oversee and enforce operating procedures, policies, vehicle standards, route protocols, and service delivery expectations including issues related to vehicle condition, service reliability, and maintenance impacts on operations.
Represent the Director of Parking & Transportation Services, as needed, in addressing transit-related issues.
Direct daily route planning, schedule assignments, and service adjustments to optimize efficiency, coverage, and reliability.
Manage short- and long-term transit planning, including route projections, staffing headcounts, charter demand, and ADA and Van Services transportation needs in alignment with University guidelines.
Collect, analyze, and report operational data, including ridership, on- time performance, vehicle maintenance, employee performance, and service utilization.
Use performance metrics and data analysis to evaluate service effectiveness and recommend operational improvements across both operations and fleet maintenance functions.
Ensure all transit-related complaints, inquiries, and service issues are investigated, documented, and resolved in a timely and professional manner.
Respond to customer concerns verbally and in writing and proactively identify trends to prevent recurring issues.
Participate in professional associations and remain current on industry standards, best practices, and emerging trends to enhance service quality and operational effectiveness.
Oversee financial reporting, operating budgets, service provider contracts, and purchasing approvals within Duke Transit Operations.
Ensure accurate billing of transit services and compliance with university financial policies and reporting standards.
Approve purchases made within transit operations and ensure responsible stewardship of institutional resources.
Assist in the preparation and monitoring of operating and capital budget inputs related to transit and fleet operations, including vehicle replacement planning, service expansion needs, and maintenance resource requirements.
Provide leadership and direct supervision of the Transit Operations Team, including bus services, ADA and Van Services, and provide overall leadership and accountability for the Fleet Maintenance team.
Manage all aspects of personnel administration, including hiring, onboarding, training, scheduling, leave approvals, performance evaluations, disciplinary actions, FMLA administration, and terminations for both Operations and Maintenance staff.
Participate in labor relations activities, including providing input on grievances and supporting their resolution for both operator and maintenance bargaining units, and maintain working knowledge of applicable collective bargaining agreements.
Ensure appropriate professional development, safety training, and compliance training for all transit staff.
Required Qualifications at this Level
Education/Training
Work requires a Bachelor's degree in Business Administration or a related field.
Experience
Work requires five (5) years of related experience in a college, university, or comparable transit environment.
