Occupational Summary

The Associate Vice President (AVP), Public Safety and Chief of Police reports directly to the Executive Vice President. The AVP, Public Safety and Chief of Police is responsible for operational oversight of the Police Department and the department of Emergency Management and Business Continuity. Operational divisions include police and security operations, health system security, the security operations center, threat and criminal investigations, crime prevention and community services, security technology operations, and emergency management and business continuity. The AVP is responsible for ensuring public safety program operations are consistent with principles of 21st Century Policing, such as de-escalation and procedural justice, to develop public trust and congruence with the Duke University culture.

Work Performed

The AVP, Public Safety and Chief of Police serves the University, Health System, and its employees through strategic vision, advising and partnering with leadership across Duke. This collaborative work advances the successful achievement of critical initiatives that support the strategic priorities of the University and Health System. Areas of responsibility include the main academic campus, three hospitals and over four hundred healthcare clinics. Over 42,000 employees, 17,000 students and, annually, over 3,000,000 patients and visitors are part of the Duke University community.

Responsibilities include:

Provide law enforcement, security and emergency management and business continuity advice, recommendations, and support to the EVP as well as the campus and health system leadership.

Work collaboratively with the Duke University Health System leadership and the University Deans on various security and emergency management and business continuity matters.

Oversee Duke Police and Emergency Management and Business Continuity teams, and other operational units as assigned, including a total of 193 or more full time employees, a multi-million-dollar agreement for contract security and over $17M annual budget.

Lead and participate on several campus-wide committees such as the Campus Camera Committee, the Clery Committee, the Drone Committee, the Employee Behavior Assessment Committee, the Emergency Management Steering Committee, and the Emergency Management Council.

Provide input on risk management and emerging challenges to the Board of Trustees (BOT) Audit Committee.

Ensure that public safety program policies and procedures comply with the Jeanne Clery Act, including but not limited to issuing timely warnings, publishing the Annual Safety Report, and sending notices to the Duke community Campus Security Authorities.

Collaborate with other departments on various initiatives and issues, including the University Office of Counsel, the Office of Durham Affairs, Facilities Management, Human Resources, the Office of Audit, Risk, & Compliance, Occupational & Environmental Safety Office, and the Office of Information Technology.

Collaborate and provide strategic input for faculty and staff communications programs related to Duke University operational changes and implementations.

Lead University compliance with federal/regional/local laws, regulations and programs as related to public safety and emergency management and business continuity operations.

Ensure the quality of staff and work through a commitment to Duke University Guiding Principles.

Work to maintain a safe and secure environment that compliments the culture of the campus and the Health System through respect, trust, and collaboration.

Maintain accreditation that demonstrates a commitment to best practices and independent assessment of policy compliance.

Maintain relationships with local, state, and federal law enforcement agencies and first responder organizations.

Demonstrate the ability to communicate effectively.

Manage the expenditures of university funds assigned to the department, providing budget estimates, and establishing budgeting and spending standards.

Develop and support a diverse workforce, including fair internal processes, opportunities for development and opportunities to be heard.

Foster positive relationships between the police department and the Duke community through proactive engagement, open communication, and collaboration.

Utilize data analytics to inform strategies, resource allocation, and decision-making, ensuring that police, security, and emergency preparedness efforts are evidence-based and responsive to executive leadership and community needs.

Oversee the development and implementation of training programs that focus on effective procedures, de-escalation techniques, cultural competency, etc.

Establish mechanisms for internal accountability, including fair and impartial investigations into alleged misconduct, and promote a culture of professionalism, integrity, and ethical behavior among all department personnel.

Oversee the development and delivery of security training programs for students and employees.

Ensure the effective functioning of the behavior threat teams (student, patient, employees), including training and collaboration.

Demonstrate comprehensive knowledge of the principles, methods, and innovations to provide services that are fair, just, proportional.

Ensure high levels of service and responsiveness, including clear expectations of de-escalation, empathy and service excellence.

Develop and ensure use of force policies to align with best practices and prioritize the sanctity of human life, while holding officers accountable.

Ensure staff are provided the appropriate training and equipment to perform to appropriate standards of performance and discipline that reflects best practices, including within higher education and healthcare.

Plan for and manage significant special events, VIPs and controversial visitors.

Oversee the operational use of security systems, including the enterprise camera systems, access control systems, alarms, and others

Ensure the effective operation of the Security Operations Center/Campus 911 call taking.

Provide leadership of criminal investigations that emphasizes trauma informed and victim focused support.

Demonstrate understanding and commitment to the unique nature of health security operations, including support and protection of clinical staff when interacting with volatile patients.

Support health system initiatives to reduce workplace violence against healthcare staff, including continual development of innovative methods.

Ensure compliance with hospital regulatory compliance involving security operations.

Provide oversight of contract security performance, including firearms detection.

Oversee the development and administration of the University Emergency Operations Plan along with needed annexes, including incident response plans that are consistent with the needs of the Duke community.

Oversee maintenance of Emergency Management Plans consistent with national standards, such as NIMS and NFPA 1600, including an Emergency Operations Plan, communications plan, and business continuity plans.

Constantly assess risk to the University and recommend mitigation and response strategies.

Assist with response to significant emergencies through a university defined emergency management structure, including executive leadership and the crisis communications team, helping leadership to set objectives, stabilize incidents and recover.

Anticipate rapidly developing / unique hazards and work with leadership to respond effectively.

Establish recovery priorities for essential functions to minimize downtime and provide maximum possible service levels. Develop contingency plans for alternative locations, resources and equipment if necessary. Establish partnerships across units to facilitate mutual support during recovery efforts.

Oversee management of the DukeReady system, assuring each school/department has an up-to-date plan, testing is performed appropriately, and after-action assessments are followed.

Work to develop competency in departments to initially manage emergencies; assist departments in development of business continuity plans.

Support partnerships with university departments including Emergency Management and Business Continuity committees.

Maintain cooperative relationships with local first responders.

Understand university needs that need to be supported through community education or drills.

Manage the development of appropriate tabletops and drills.

Develop training for university departments on responding and managing emergencies.

Continually look to improve technical tools for managing emergencies, including but not limited to websites, database, alert systems, and camera systems.

Required Qualifications at this Level

Education/Training

Work requires graduation from an accredited college or university with a Bachelor's Degree in Criminal Justice, Public or Business Administration, or a related field required.

Graduation from an accredited college or university with a Master's Degree, Federal Bureau of Investigations National Academy and other senior supervisory schools preferred.

Experience

Work requires aminimum of ten plus years of progressively responsible management experience in law enforcement.

Must possess or be able to possess and maintain a North Carolina Campus Police Certification with the North Carolina Training and Standards Commission. Must possess a valid North Carolina Driver's License within 30 days of hire date. As required by Duke University, all new applicants must complete a psychological examination, a physical exam, and a drug screen prior to employment.
