Occupational Summary

Serve as the Superintendent of the 77' oceanographic research vessel R/V Shearwater,operated by Duke University and based at the Duke University Marine Laboratory in Beaufort, North Carolina. The Duke University Marine Laboratory strives to be at the forefront of understanding marine environmental systems, their conservation, and their governance through leadership in research, training, communication, and application. Reporting to DUML Associate Director and working closely with the Marine Operations Manager, the Superintendent is responsible for the safe and effective operation of the vessel, including administration, management, safe operation, and maintenance, in support of scientific research, education, and community outreach. This position serves in a supervisory role to the captain and crew members. Shoreside work will be the primary function; but the Superintendent serves as relief captain, including overnight cruises and work on weekends/ holidays.

Work Performed

Scheduling, Administration and Operations:

Oversee the management and operation of R/V Shearwater (72' aluminum hull vessel).

Coordinate scheduling, vessel contracting and billing for the R/V Shearwater.

Coordinate cruise planning efforts with R/V Shearwater users in coordination with vessel's Captain/Crew to include review and approval of cruise objectives, scientific equipment needs, documentation management, fuel, food, logistics, vessel maintenance/repair.

Ensure efficient utilization, operational readiness, and fulfillment of R/V Shearwater mission to include research, education, and outreach.

Oversee R/V Shearwater budget and expenditures; participate in budget development in conjunction with DUML Associate Director Serve as R/V Shearwater contracting and procurement lead ensuring compliance with Duke University policies and procedures.

Market R/V Shearwater availability and capabilities via existing website, email list servs, etc. Serve as first line of customer service for R/V Shearwater users Supervise, train and schedule Captain/Crew for R/V Shearwater. This includes giving work assignments, completing Performance evaluations, make personnel recommendations (promotion, hiring and disciplinary actions), as well as checking for completeness of work and accuracy.

Serve as relief Captain for R/V Shearwater, R/V Richard T. Barber and R/V Kirby-Smith as needed.

Support and/or serve as back-up for management, vessel operations and scheduling of other Marine Operations Department vessels and the Marine Operations Department facility.

Compliance:

Maintain R/V Shearwater compliance with all applicable federal, state, local and Duke University regulations and policies. Example, ensuring compliance for all required Coast Guard documentation, overseeing Coast Guard vessel inspections, and ensuring crew members have required, up- to-date training/licensing as dictated by the Coast Guard as well as those set by NOAA, MARPOL, etc.

Responsible for applying for and managing Oceanographic Research Vessel (ORV) designation on R/V Shearwater.

Responsible to ensure compliance with Chemical Testing Program as defined by 46 CFR parts 4 and 16, 33 CFR part 95 and 40 CFR part 40. Maintain detailed records, establish standard operating procedures and policies and provide reports as requested. Assist in development of and recommendations for training programs for R/V Shearwater crew.

Responsible for managing severe weather/hurricane emergency management plan for the R/V Shearwater with support from vessel crew and Marine Operations Manager.

Maintenance:

Serve as the principal authority on all R/V Shearwater engineering related matters to include managing the material mechanical and scientific readiness of the vessel and associated equipment while ensuring compliant with regulations and safety standards.

Working closely with the R/V Shearwater Captain, provide shoreside support to coordinate, perform or contract maintenance for the vessel to routine/preventative maintenance, troubleshooting, and shipyard periods.

Working closely with the R/V Shearwater Captain and crew write and manage vessel shipyard specification for dry-docking, major machinery overhauls and vessel modifications.

Manage and maintain up to date Vessel Inventory and Management System (VIMS) for R/V Shearwater to facilitate vessel parts, equipment inventory and maintenance per manufacturer recommendations.

Required Qualifications at this Level

Education/Training

Maritime Academy graduate or four-year degree in science, mathematics, engineering or applicable program.

Experience

3-5 years experience as a seagoing vessel operator and shoreside support/management for vessel or vessels.

Must understand the principles of good seamanship and marine maintenance with respect to small boats, deck, and oceanographic equipment Knowledge of maintenance and operation of diesel and gasoline engines, pumps, compressors, generators, hydraulic systems, electrical systems, winches and other equipment common to research vessels.

2 years supervisory experience (5 years preferred)
