Occupational Summary
The Executive Director, Facilities, Planning, Design & Construction (FPCD) provides leadership and support for the planning and development of Duke Health facilities to include Duke University Hospital and Clinics, School of Medicine, School of Nursing, Duke Regional Hospital, Duke Raleigh Hospital, Duke Health Lake Norman, and other off-campus clinical and ambulatory sites. Responsible for all facility assets on the main campus and off campus including the development, planning, interior design, construction and capital renovation of space serving faculty, staff, students, patients and visitors. Responsible for the delegation and administration of the capital outlay program, campus master plan and ensuring all new facilities comply with federal, state and local building codes and inspections. Position interacts with top level administration of the organization in strategic planning, long range physical space planning and development, and development of the capital outlay program for the future benefit of the Duke Health facilities.
Work Performed
Provide senior leadership in facilities planning and development; responsible for capital renovations and/or construction of all Duke Health facility assets and grounds for all campuses. Manage FPDC departmental and all capital project budgets, and prepare reports and presentations on capital facility issues to senior academic and administrative leadership as well as governing boards.
Track and forecast departmental and project expenses, and analyze financial reports to identify areas for improvement and efficiency. Identify variances from the budget and report monthly on financial performance. Negotiate and manage contracts with vendors, contractors, and consultants ensuring cost-effective procurement of goods and services. Effectively communicate financial information to staff, fostering a culture of fiscal responsibility and accountability. Interpret financial reports, monitoring spending, and ensure efficient resource utilization to maintain operational excellence and patient care.
Participate in the development and implementation of the Facilities Master Plans, as well as provide leadership for land planning/landscape architecture, space programming and analysis, integrated sustainable planning and coordination with real estate management; including presentations to the Health System and University Boards as needed. Provide input related to organizational strategic planning initiatives; provide advice on facility issues affecting the organization.
Align department plans with the hospitals overall strategic goals and ensure the physical environment supports the delivery of high-quality patient care, research, and education. This includes assessing current facility conditions, forecasting future needs, and developing short- and long-range strategic plans. Ensure projects are executed in a way that provides the best value to Duke Health for each unique situation.
Develop and implement processes and procedures that ensure all facilities meet client requirements within established budgets and schedules with minimum disruption to campus operations. Maximize flexibility and responsiveness to foster customer service through the entire facilities area. Ensure collaboration and coordination with Engineering & Operations, Support Services, DHTS, and other internal stakeholder teams from initial design to go-live.

Participate in the selection of firms for the planning, programming, design and construction of all capital construction projects, ensuring the best overall value is obtained for each project. Oversee AIA contracting for all facilities related to capital construction supplies, services and projects.
Implement initiatives to reduce environmental impact in alignment with Duke Healths climate and sustainability goals. Promote sustainable practices within the facility and when evaluating new capital projects.
Build and maintain collaborative relationships with clinical service line leaders, research space management leaders, and non-clinical support leaders (E&O, OESO, Clinical Engineering, FMD, DUES, etc.). Ensure relationships with local and state agencies, including the CON and DHSR offices, remain in good standing.
Oversee the comprehensive individual and organizational training program for all facilities staff to maintain proficiency, meet regulatory requirements, and ensure continuity of operations. Responsible for preparing staffing and resource metrics to assure the department is operating efficiently and effectively serving client needs while meeting budgetary parameters.
Direct and manage various human resource functions for assigned staff of including, but not limited to, hiring, performance management, merit recommendations, promotions, transfers, and staffing requirements.
Required Qualifications at this Level
Education/Training
Bachelors degree in directly related discipline; Masters degree preferred.
Experience
Minimum of 10 years related management experience in a complex academic medical center.
