Occupational Summary

The Office for Institutional Equity (OIE) at Duke University works across the Institution to promote diversity, equity, and inclusion. The Employment Equity Analyst reports to the Director of Affirmative Action and Compliance and performs duties of a technical and confidential nature in support of equal opportunity and affirmative action (EO/AA) programs and federal compliance reporting functions. The Employment Equity Analyst is responsible for upholding proper data maintenance and reporting standards within OIE and working with personnel throughout the Institution to perform data consulting, complex data analytics, and reporting related but not limited to topics of institutional equity such as race, ethnicity, gender, disability, and veteran status. The Employment Equity Analyst performs routine and complex ad hoc analysis, providing professional reports and illustrating a clear understanding and interpretation of the data.

Work Performed

Conducts bi-annual equity analysis and tabulations on employment transactions, including applicant flow, hires, terminations, transfers, and promotions.

Create presentations that are shared in annual affirmative action plan meetings with each entity at the University and Duke Health. Designs entity specific data visualizations for these presentations that highlight key data points, allowing for each entity to see where they have changed and what areas can still be improved.

Develops and delivers ad hoc data reports for several entities and parties among Duke leadership, faculty, staff, and students. These reports can range in subject matter from demographic changes over time, disparate impact analysis on hires, retention rates, availability comparisons, pay level analysis, search pool demographics, and more.

Serve on institutional working groups and committees. This includes serving on the Duke University Racial Equity Advisory Committee by providing data and consultation on the Duke Annual Report on Racial Equity Implementation committee.

Conducts a bi-annual reconciliation of faculty hires, including alignment of Authorizations to Recruit (ATRs), Search Committee Letters, Hire Confirmations, EEO Forms, and SAP/dFac recorded hires. Serves as the point person for reporting on competitive and waiver faculty hires and for the preparation of faculty search materials.

Manages the sourcing and curation of University and Health System enterprise system raw data (SAP, AJO, SuccessFactors, dFac, etc.) and the development of analytical methodology. Prepare, edit, and reconcile data to ensure compliance with OFCCP regulations. This includes regular work with several other data and recruitment working groups at Duke on special projects and data integrity.

Maintains OIE's internal databases and oversees data intake, analysis, and reporting which includes the production of uniform bi-annual reports as well as ad hoc reporting at the request of OIE program areas.

Develops and maintains self-service reporting tools (e.g., Duke Tableau Server distributions and other) for OIE and the broader Duke community.

Provides anecdotal information and analytical support as needed in complaint reviews. This includes supporting the department's Vice President and Assistant Vice President in preparing for EO/AA compliance trainings and presentations.

Oversees production of the annual affirmative action plans and is responsible for the workforce analysis, underutilization analysis, and narrative. Conducts underutilization analysis for the affirmative action plans by which placement goals are set. This process includes researching new labor market data and applying it to estimated availability calculations, compiling internal data, and testing for statistical significance.

Establish and develop the affirmative action plan portal for the University and Health System within Biddle software. Set up data and establishments within the portal to allow for quick data reporting and provide an opportunity for each entity at Duke to contribute toward developing a comprehensive narrative and list of best practices and initiatives.

Maintains external reporting requirements including EEO-1, VETS-4212, JOLTS, Form 990, and documents associated with grant and award applications.

Assesses all reduction-in-force business plans for equity and policy compliance. Point person for reduction-in-force reconciliation and reporting.

Assists in the management of internal and OFCCP audits, including the coordination of data submissions and interpretation of analyses.

Required Qualifications at this Level

Education/Training

Work requires analytical, communications, and organizational skills generally acquired through completion of a bachelor's degree program, specifically through coursework in statistics, economics, business, communications, or other related fields. A master's degree in statistics, economics, or business is preferred.

Experience

A minimum of six years of work experience in data curation, statistical analysis and reporting, database development and management. Experience with employment and labor laws and regulations (EEOC / OFCCP), audits, and federal reporting is preferred.
