Occupational Summary

The Executive Director, Budgets and Business Services reports directly to the Associate Vice President, Campus and Business Services. The Executive Director is responsible for oversight of the operating and capital budget development processes, allocations, business support for President, VP Climate, VP Research & Innovation, as well as auxiliary finance services.

Work Performed

The Executive Director, Budgets and Business Services directs the work of the Office of Budgets & Business Services, the Office of Capital Budgets & Reporting, as well as the Auxiliaries Finance Office. The Executive Director also supports the Associate Vice President in serving the University, Health System, and its employees through strategic vision, advising and partnering with leadership across Duke.

Responsibilities include:

Oversee the establishment and communication of budget guidelines and instructions to departments regarding the University's annual operating budget development process, including the budget development training. Collaborate with key stakeholders on the development of financial management/analysis and reporting tools for preparation and analysis of budgets, projections, and multi-year plans.

Oversee the direction of the functional oversight of the University's operating budget development and reporting systems, in collaboration with IT leadership and other key stakeholders.

Oversee the direction and consolidation of the annual operating budget development process for Central Administration, including the ongoing management, analysis, and reporting of operating results as compared to budget for senior administrators, officers, and the Board of Trustees.

Oversee the direction of the University's internal cost allocation process using generally accepted accounting techniques to distribute overhead. Direct the preparation of cost allocations needed for Duke???s major financial cycles (forecast, budget, month-end, and year-end closing) and for the reporting of monthly operations in a timely, accurate and thorough manner.

Oversee the direction of the capital budgeting and reporting process in order to keep the senior officers and Board of Trustee members apprised of the resources, expenditures and management decisions associated with construction projects at Duke University.

Oversee the direction of the centralized business support for the President, VP Climate, and VP Research & Innovation, including budget management, accounting/payroll support, month-end and year-end financial closing entries, as well as other business support functions as necessary.

Oversee the direction of the accounting for daily point-of-sale transactions for Dining, Stores, DukeCard, and Parking & Transportation. Use generally accepted accounting practices to ensure daily cash, DukeCard, and credit card transactions are reconciled on a timely basis, and all related revenue, commissions, cost of goods sold, and inventory levels are recorded accurately and within contractually obligated timelines.

Oversee the direction of the fiscal year-end closing processes for Central Administration of the current operating fund, calculating and recording formula adjustments and final adjustments for various service components and auxiliaries.

Collaborate with key stakeholders on the administration of the University's annual salary setting process.

Required Qualifications at this Level

Education/Training

Work requires Bachelor's degree in business, finance or accounting with strong preference for an MBA or advanced degree in finance. CPA certification strongly preferred.

Experience

Work requires a minimum of eight years of experience leading and managing financial and business services, preferably in a large and complex university setting. Management experience to include experience in budget development/review, cost allocations, forecasting, financial analysis, and financial information systems.
