Occupational Summary

Provide oversight to the management of the University's sponsored project funds, Research Costing Compliance program, Facilities and Administrative Cost Study, and Duke's space and fixed and moveable assets.

Work Performed

Oversee the preparation of the University's Facilities and Administrative (F&A) Cost Study using guidelines published in the Office of Management and Budget (OMB) Circular A-12 to maximize the reimbursement rate.

Lead the indirect cost rate negotiations with the Department of Health and Human Services (DHHS) with assistance for the Cost Reimbursement and Analysis staff and consultants. Determine appropriate strategy and prepare documents that support hypotheses most beneficial to Duke University. Negotiate the fringe benefit rates with the DHHS in the most advantageous manner possible for Duke.

Oversee the management of Duke's space and fixed and moveable assets to support research reimbursement, internal cost allocations, and external reporting.

Manage and administer the Research Costing Compliance program and training related to mandatory updates and certification for research staff.

Oversee the management of Duke's sponsored project funds; meet all internal and external date requirements for reports, billings and general ledger transactions necessary to administer Duke's restricted funds.

Participate on the Executive Vice President's Finance Group, providing advice on Duke's finances and non-traditional moves, cuts, reorganizations to protect academic program needs. Provide accurate and timely financial analytical services to assist the Board of Trustees, senior administrative officers, and operating management in the efficient and effective management, monitoring and control of the financial resources of the University. Perform other related duties incidental to the work described herein.

Required Qualifications at this Level

Education/Training

Position requires analytical, organizational and communications skills generally acquired through completion of a bachelor's degree program.

Requires CPA certification.

Experience

Work requires a minimum of eight years experience in financial management to include knowledge of reimbursement, budgeting, forecasting, financial analysis and financial information systems
