Occupational Summary

The Director of Personal Assistance Service (PAS) is responsible for the vision and oversight of all facets of the program, including the clinical, consultative, educational, and administrative services. PAS provides internal employee assistance and select occupational mental health activities for Duke University and Health System faculty and staff, and their eligible family members. The Director has a key leadership role with Employee Occupational Health and Wellness, and develops linkages with Human Resources, OIE, as well as with directors and administrators throughout the Campus and Health System. The Director guides the development, implementation, and coordination of PAS activities to help enhance the health and productivity of the workforce, helping to resolve a broad range of personal, family, and work issues; providing management coaching and organizational consultation; collaborating with other programs that impact mental health and emotional well-being, and contributing to policy development on related issues. The Director also serves an important role for the organization as Co-Director for the Critical Incident Response Program. This position oversees the Critical Incident program's operation; provides responsive leadership consultation for traumatic events in the workplace; shares responsibility for planning, providing, or deploying interventions for highly acute situations; and coordinates the continued development and training of responders.

Work Performed

1.Leads a multidisciplinary staff of licensed clinicians and ensures integration of all clinical, consultative, training, program promotion, and quality assurance responsibilities.

2.Provides some direct services, including assessment, coaching, consultations, short-term counseling, and referrals within the context of other responsibilities.

3.Serves on the Employee Occupational Health and Wellness leadership team.

4.Collaborates and serves as liaison with diverse constituencies including VP of Administration, Human Resources leaders across Duke University Health System and Duke University, Director of OIE, and a variety of other University and Duke Health administrators and leaders.

5.Responsible for EAP at Duke Regional hospital and provide oversight of EAP at Duke Raleigh hospital. Manages the contracts for external EAP providing services to other out-of-area Duke Hospitals and clinics. Provide analysis of service delivery and effectiveness. Negotiate annual contract renewals.

6.Establishes processes and develops protocols and procedures for efficient program operation and clinical effectiveness.

7.Provides clinical consultation and administrative oversight for a multidisciplinary staff, including an Assistant Director, multiple clinicians, and an administrative assistant.

8.Promotes support of emotional and mental health wellness of the Duke workforce including special high risk groups such as physicians and health care providers, and collaborates with development of a broad range of related activities and education services.

9.Provides leadership in developing and monitoring the PAS strategic plan. Develops and implements program and performance evaluation standards based on best practices of University based EAPs.

10.Oversees quality assurance process, which includes contracted or peer case consultation, systematic chart review, and is responsible for oversight of program evaluation activity, analysis, and outcome reporting.

11.Considers, evaluates and implements the use of new technologies to improve service delivery and efficient program operation.

12.Serves on various University and Health System committees that address mental and emotional well-being of the workforce, including the Employee Behavioral Assessment Team.

13.Promotes and sustains efforts that advance multicultural organizational development, including recruiting and retaining a diverse staff.

Required Qualifications at this Level

Education/Training

Master's degree in Social Work or related mental health field. PhD preferred. Candidates must have unrestricted licensure (or eligible for licensure before hire) in the State of North Carolina. Certification as an Employee Assistance Professional strongly preferred.

Experience

Minimum of seven years of directly related post-Master's or PhD full- time work experience with a demonstrated pattern of increasing clinical and administrative responsibility. Demonstrated expertise with critical incident management in organizations.

Extensive training and experience in mental health, clinical assessment, psychotherapy, organizational issues, substance abuse, and EAP services. Strongly prefer prior leadership experience in a higher education or health organization EAP, or similar counseling program, with a minimum of 5 years of clinical supervisory experience of a multidisciplinary staff.

Strongly prefer experience with health care providers as a client population, and knowledge of second victim issues, burnout, and resiliency.

Skills

Ability to balance administrative and clinical decision making with group consensus building, while valuing staff autonomy and expertise.

Excellent interpersonal and communication skills, can relate and establish collaborative relationships with diverse constituencies. Excellent skills at organizing, and being adaptive and responsive to changing work demands.

Leadership skills to address emerging areas of concern among the research University and academic medical center workforce.

Expertise in the provision of organizational consultation services regarding complex clinical, behavioral, and mental health issues.

Experience in the use of new technologies for improving the delivery and evaluation of program services.

Requires a high degree of diplomacy and tact in dealing with the nuances, complexities and demands of a high-profile academic institution where excellence is imbedded in the organizational culture.
