Occupational Summary

Supervise, coordinate, and participate in activities within assigned program areas; develop, coordinate, and advise on policy related to specified programs. Exercising supervision over Duke and contract staff. Plan, coordinate, and participate in the establishment and operation of Parking Enforcement, special events and special projects at Duke University, planning methods and developing systems in accordance with predetermined goals and objectives.

Work Performed

Assist in operational and programmatic decisions that have a significant impact on the successful achievement of program strategies and objectives; develop, implement, and manage staff planning and oversight for events and operational effectiveness day of.

Supervise enforcement staff, temporary staff and traffic control monitors and other personnel engaged in directing traffic and enforcing parking regulations; daily assistance in coordinating special events parking. Develop and implement appropriate information systems in support of program activities and provide adequate reference of data, documentation of procedures and processes and evaluation of program results. Maintain liaison with appropriate personnel, University Departments, and outside sources to obtain and provide pertinent information and to answer inquiries based on knowledge of program activities. Plan and schedule work for the group, ensuring proper distribution of assignments and adequate scheduling, space, and facilities for the performance of duties.

Prepare and maintain preventive maintenance schedules for vehicles, and related equipment, review deficiency reports and appropriate maintenance logs. Prepare and maintain parking equipment inventory, including cones, sign frames, delineators, etc.

Manage Abele Quad access requests and coordinate access with enforcement and other departments.

Compile and analyze information in support of program activities; prepare reports and analyses setting forth progress, adverse trends and appropriate recommendations and conclusions. Coordinate training seminars; develop a comprehensive training guide for enforcement personnel and monitors. Analyze data regarding ticketing activities to determine citation effectiveness; counsel team, adjust schedules and recommend regulatory changes based on findings.

Plan and schedule work priorities in accordance with program goals, objectives, and deadlines. Plan and execute the distribution of reports and information as required. Direct the towing of illegally parked vehicles; coordinate towing procedures with wrecker service; resolve damage complaints from owners of towed vehicles; ensure impound lots are properly maintained.

Implement, monitor, and evaluate program effectiveness using qualitative and quantitative research techniques; investigate trends, and recommend and implement modifications to improve program effectiveness. Plan, coordinate, and administer activities of assigned programs to include developing and implementing procedures, processes, services, and systems; train employees in proper methods and procedures and ensure effective roll out of plans.

Become an active liaison with other programs, offices, and departments at Duke to coordinate program business and to accomplish program objectives; interface with external organizations as appropriate to ensure cooperative efforts are enhanced and available resources are utilized.

Minimize events impact on the campus community and alert the community when events negatively impact parking, including permit holders. Develop, implement, and oversee procedures.

Conduct training sessions for internal and external contract staff to ensure proper protocols. Prepare post orders and conduct briefings prior to events. Follow up on events to determine event effectiveness.

Meet with event planners and develop strong relationships with colleagues at varying administrative levels across departmental groups. Perform other related duties incidental to the work described herein or as requested by senior management.

Required Qualifications at this Level

Education/Training

Work requires operational, analytical, communications and organizational skills, bachelor's degree program preferred.

Experience

Work requires 3 years of experience in program administration or involving academic, instructional, or counseling activities to acquire skills necessary to plan, coordinate and implement a variety of program activities and events.

Parking experience is a plus.
