Occupational Summary
This position serves as the Chief Operating Officer (COO) in developing and implementing the mission, vision, strategy, and goals of the Center. As primary operational partner accountable to the Director, the COO serves the Center and University to establish a new initiative in Health Data Science and drive achievement of the Center's goals.
Work Performed
Strategic Development - Partners with the Director and Co-Directors (Senior Leadership Team)in the development of the Center mission, vision, strategy, and goals. - Partners with the Senior Leadership Team (SLT) and institution on a detailed Strategic and Business Plan, and through operational leadership on financial, organizational, strategic business development and corporate planning issues. - Partners with the SLT to project intermediate and long term growth objectives and resource needs, develop strategy, and secure grant, sponsored research, and philanthropic funding sources. - Partners with the SLT to determine resource allocation and ensures that prioritized projects are adequately supported across the Durham and DC offices of the Center. Keeps the SLT informed about critical issues as well as the overall performance of the Center. - Coordinates reports of the Center's progress and performance to Advisory Boards and sponsors. - Provides input regarding strategic opportunities to leverage technology to advance Center goals. - Serves as an executive resource to SLT, Center Faculty, Partners, and staff by providing guidance, assistance, and insight from an institutional perspective. As an integrative node, the Center and COO weave together, enable, and serve operations across a matrix of research and data science interests in academic departments, other Centers and Institutes, the health system, and community. - Cultivates leaders in critical programming areas; oversees and serves faculty and staff to enable goal achievement by Center components And affiliates across Duke University. - Partners with the SLT to formulate strategies, identify and resolve operational challenges, and facilitate cross-functional coordination among all affiliates of the Center. - Maintains an appropriate-level understanding of national health and healthcare data analytics landscape and priorities as they relate to Center objectives and operations.
Operations Management - Oversees all day-to-day operations of the Center and ensures that operational plans are synergistic and contribute to Center goals. - Oversees the implementation of major financial and strategic business decisions. - Works closely with and encourages all Faculty, personnel, and affiliates to evaluate and take actions that are consistent with the overall strategy of the organization. - Integrates key operational, financial, and strategic information in order to make recommendations to the Center Director regarding the annual operating budget. - Works closely with institutional counterparts to identify and frame short and long-term financial issues and decisions for the Center Director. - Oversees overarching Center infrastructure functions designed to serve the matrix of organizations constituting and contributing to programs of the Center. - Maintains a comprehensive understanding of the budgetary requirements and economics of all Center components; ensures that actual financial performance of Center as a whole remains within budgetary parameters; manages reallocation of funds between components; and identifies and implements strategies for financial sustainability of the enterprise. - Ensures that expectations regarding prudent stewardship of funds are clearly communicated to all partners and affiliates and that the expenditure of funds is consistent with these expectations. - Serves as the senior operational leader responsible for the administration of, and achievement of the aims of all grants to the Center, and reporting of progress to the granting organizations including NIH, CMS, Foundations and others. - Ensures that expectations regarding regulatory compliance are clearly communicated and that all Center operational activity meets applicable regulatory requirements and quality standards. - Serves as the senior operational representative of the Center as needed in national and international health and healthcare data analytics forums. - Facilitates the interaction of operational leaders across Center programs, components, and affiliates to ensure a seamless experience for faculty and staff interacting across the health data research and implementation continuum. - Articulates and advocates for the needs of the Center with institutional leadership. - Facilitates the development, communication, and evaluation of Center goals on an annual basis.
Personnel Management - Inspires, supports and leads personnel to effectively achieve objectives and navigate challenges. - Partners with the Center SLT in the identification and recruitment of Faculty leaders, key personnel, and affiliates for critical components and programs. - Identifies and recruits key operational leaders for the Center, components, and programs as needed. - Oversees and directs the supervision of all staff and authorizes major personnel actions in accordance with institutional policies and practices. Ensures appropriate consistency and equity across all Center components as well as with Duke Health and Duke University. - Monitors overall workload requirements across Center initiatives, oversees capacity planning; identifies opportunities for sharing of resources across components and affiliates; and authorizes the creation of new positions, requests for reclassification of existing positions and terminations. - Establishes and communicates expectations of all aspects of personnel management, including productivity and utilization, recruitment and hiring, orientation of new staff, performance management, ongoing training and professional development, and employee engagement. - Models desirable productivity, work/life balance, and creates a high-performance Center culture that is compatible with life. - Continuously monitors the productivity and efficiency of people, processes, and systems and intervenes as needed to maximize performance and job satisfaction.
Required Qualifications at this Level
Education/Training
Bachelor's degree in the life sciences, clinical discipline, business administration or related field.
Experience
The position requires prior executive leadership experience in biomedical research, health care innovation, and health policy settings, including academic and federally funded research and medicine, biotechnology, medical products, and/or health care services industries.
The position requires proven competencies listed below, customarily acquired by 15 or more years of progressively responsible experience in healthcare or medical products research and development.
