Occupational Summary

Direct, plan and manage all functions and operations of the Police Department in the enforcement of laws and University regulations, the prevention of crime, and protection of life and property. Work involves organizing and directing the activities of the Police Department's three major divisions of Administrative Support, Police Operations, and Durham Regional Security. The Police Chief reports to and consults with the Associate Vice President of Campus Safety and Security in determining plans and policies to be observed in police operations. Except for general administrative direction, the incumbent works independently with performance evaluated on results achieved.

Work Performed

Direct and coordinate University security, safety and protection programs to include traffic control, patrolling of physical property; enforcement of statues and University regulations, crime prevention and investigation of accidents, injuries and criminal acts.

Plans and directs the implementation of the department's short and long term goals, objectives and strategies.

Provides law enforcement advice, support and information to Duke University administration on policy and procedural changes that effect departmental operations.

Directs and performs complex managerial work in the enforcement of laws and University policies and procedures. Reviews and interpret laws and regulations affecting the University and the protection of public safety.

Plan and schedule work of subordinates ensuring proper distribution of assignments and adequate manning, space and facilities for subsequent performance of duties.

Coordinate the preparation of operational reports and analyses setting forth progress, adverse trends and appropriate recommendations or conclusions.

Maintain effective liaison with local outside law enforcement agencies. (i.e. Durham Police Department, Durham County Sheriff's Office, NCCU Police Department, etc.)

Plan and direct training programs to provide current information and techniques to subordinates.

Prepare and present formal and informal security briefings to members of the University and local community.

Direct various personnel functions including, but not limited to, hiring, salary recommendations, promotions, transfers and vacation schedules.

Present budget estimates, control expenditures of departmental appropriations, and establishes operational standards for the department.

Responsible for maintaining professional discipline in the department and adherence to appropriate policies and procedures of the department and the University.

Attend conferences and meetings to keep abreast of current trends in the field.

Required Qualifications at this Level

Education/Training

Graduation from an accredited college or university with a Bachelor's Degree in Criminal Justice, Public or Business Administration, or a related field required.

Graduation from an accredited college or university with a Master's Degree, Federal Bureau of Investigations National Academy and other senior supervisory schools preferred.

Experience

A minimum of ten plus years of progressively responsible management experience in law enforcement.

Must possess or be able to possess and maintain a North Carolina Company Police Certification with the North Carolina Training and Standards Commission. Must possess a valid North Carolina Driver's License within 30 days of hire date. Because of the confidential, sensitive nature of information handled successful completion of a background investigation and polygraph. As required by Duke University, all new applicants must complete a psychological examination, a physical exam, and a drug screen prior to employment.

Skills

Must have the ability to define and oversee the responsibilities, authority and accountability of all subordinate staff/managers and provide them with regular reviews and general guidance.

Possess the skill to effectively advise, coach and mentor staff on leadership, training, safety and disciplinary matters.

Experience and ability to develop training programs for the Police Department

Must be proficient in oral and written communications skills in order to carry out the duties and responsibilities of a Chief of Police and to communicate with employees and community members.

Ability to provide positive and motivational leadership to Police Department personnel.

Ability to exercise good judgment in evaluating situations and making decisions; ability to be an effective facilitator who can lead critical analysis of existing processes and can assist those involved in formulating recommendations for improvement without alienating others.

Must come to the job with a reputation for honesty, candor and high ethical conduct.
