Occupational Summary

Design, manage and lead executive programs such as 'Managers in Transition' for United Nations Development Program (UNDP), World Bank and Habitat for Humanity International (HFHI) senior officers. Develop new markets for executive education, advisory services, and specializations in Master of International Development Program (MIDP) (e.g. International Taxation and Public Financial Mgmt).

Work Performed

Planning, Initiatives and Development

Supervises long-range planning for the Center including: development of strategic plans and objectives; comprehensive policies and procedures to guide DCID operations in the US and abroad.

Seeks, develops and manages new initiatives for DCID and serves as administrative and/or academic director of operations. Works directly with senior-level officers in governmental and non-governmental organizations, international agencies, and foreign government on activities that include, but are not limited to, overseas academic conferences, overseas open-enrollment and client-designed executive education programs, joint academic and professional programs with partnering universities in the US and abroad, academic and professional workshops for international organizations, joint agreements and memorandums of understanding for the promotion of shared activities, and international technical services and research.

Seeks and creates opportunities for collaboration with programs, departments, and schools at Duke University on joint initiatives; liaises with representatives of these university units.

Writes proposals, creates budgets, identifies and secures resources. Activates and monitors programs when awarded; evaluates and reports on outcome. Identifies and designates faculty and staff to work on programs.

Liaises with the Provost's Office, Duke Legal Counsel, Office of Research Support, Office of Sponsored Programs, Accounting, Payroll, Corporate Tax, HR and the Sanford School on academic, legal, managerial and financial components of initiatives. Finances

Oversees the management of all financial operations within DCID to ensure the long-term sustainability and financial viability of the Center. Determines fiscal requirements and supervises the following for all units: projections and preparation of budgets; monitoring, verification and reconciliation of expenditure of budgeted funds; preparation of financial statements reflecting status of programs.

Oversees the creation and management of financial systems for advisory services, similar to those found in an international consulting firm, including preparation of fixed-fee and cost-plus contracts, management of overseas missions, and reconciliation of international billings and payments with university systems and procedures. Establishes and manages overseas accounts in US dollars and foreign currencies.

Regularly troubleshoots with senior management of Office of Sponsored Programs, Office of Research Support, Corporate Risk Management, Procurement, AP, HR, Treasury and Corporate Tax as needed.

Promotion

Travels domestically and internationally to promote the Center and Duke University to representatives from government, international non-profit and international for-profit organizations. Gives public presentations in the US and abroad. Approves and sends DCID faculty and staff to do the same.

Serves on university, domestic and international committees for the promotion of the Center and Duke University. Represents the Director in meetings and conferences and other affairs of a promotional and administrative nature. Serves as the representative for the Sanford School on university-wide international committees. Seeks, develops, and maintains relationships with people and organizations based in the US and abroad on behalf of the Center and Duke University.

Overseas the management and direct marketing and promotion of the Center and its activities to a domestic, and international audience that includes the university, government agencies, non- government organizations, private sector firms, international organizations, and foreign governments. This effort includes print and electronic promotion through brochures, e-newsletters, flyers, advertisements, internet, and email.

Supervises staff who work in units at DCID. Assesses staffing needs and determines hiring and compensation for temporary, casual, and permanent staff into exempt and non-exempt positions. Assesses staffing needs and determines hiring and compensation for outside contractors operating in the US and abroad for short and long-term projects and programs.

Conducts domestic and international recruitment efforts to fill these positions. Is knowledgeable about domestic and international human resource practices including policies for work overseas by Duke employees, contracted foreign nationals, and long-term overseas resident missions.

Perform other related duties incidental to the work described herein.

Required Qualifications at this Level

Education/Training

Work requires knowledge of accounting and business matters as well as analytical, organizational and communications skills generally acquired through a bachelor's degree in business, accounting or a related field.

Experience

Work requires six years of experience in an administrative and/or business setting to become familiar with programs and activities involved in operational budgets and organizational and business matters and to acquire skills necessary to implement and coordinate administrative programs. OR AN EQUIVALENT COMBINATION OF RELEVANT EDUCATON AND/OR EXPERIENCE
