Occupational Summary
The Chief Engineering and Operations Officer, Medical Center and Duke Health provides senior leadership for Duke Health facilities, including Duke University Health System (DUHS) hospitals and clinics, Duke University School of Medicine (SOM) and Duke University School of Nursing (SON). This role oversees the planning, development, engineering, and maintenance of both new and existing space and facilities. It further provides senior leadership for promoting a safe environment for Duke Health that is conducive to achieving excellence across our missions while providing the highest level of customer service possible.
The Chief Engineering and Operations Officer, Medical Center and Duke Health is integral to the management of annual capital projects and facility investments, facilities maintenance budgets, and occupational and environmental safety.
Work Performed
The position will report to the Executive Vice President and Chief Operating Officer of DUHS and the Executive Vice Dean for Administration of SOM, with coordination of all business efforts with the DUHS and SOM senior leadership teams on key plans and objectives. Specifically, the position will:
Provide direct supervision of Duke Health Facilities Planning Design and Construction (FPDC), Engineering and Operations for Duke University Hospital and SOM, and the Duke Health Occupational and Environmental Safety Office (OESO).
Serve as a key partner and collaborator with the broader Duke University facilities leadership team, including on the development and implementation of sustainability initiatives to meet our Duke Health and broader Duke University climate commitments.
Oversee the maintenance, operations, renovations, and construction of all Duke Health facilities, assets and grounds.
Participate in organizational strategic planning initiatives and provide advice on facility issues affecting the organization.
Manage all departmental and project budgets, preparing reports and presentations on facility issues to senior academic and administrative leadership and governing boards.
Oversee the development and implementation of the Facilities Master Plans, including land planning/landscape architecture, space programming and analysis, integrated sustainable planning, and coordination with real estate management.
Direct and manage the selection of firms for planning, programming, design, and construction of all capital construction projects.
Manage contracting for all facilities-related construction supplies, services, and projects.
Develop and implement processes and procedures to ensure all facilities meet client requirements within established budgets and schedules with minimal disruption to campus operations.
Develop and implement a comprehensive individual and organizational training program for all facilities staff to maintain proficiency, meet regulatory requirements, and ensure continuity of operations.
Develop and maintain state relationships with the CON and DHSR offices.
Develop and monitor a utility reduction program across the entire DUHS portfolio.
Develop and monitor metrics to ensure the organization operates efficiently and effectively, serving client needs while meeting budgetary parameters.
Advance creative and entrepreneurial alternatives for processes and procedures.
Specific oversight of the Facility Planning Design and Construction team which is responsible for the turnkey delivery of:
Campus master planning Project siting Consultant selection Project programming Project approvals support Project design Interior Design Services (finishes & furniture) Project management and budget control Construction delivery Transition/Move management
Specific oversight of the Occupational & Environmental Safety team which is responsible for supporting the:

Required Qualifications at this Level
Education/Training
Work requires a Master's degree.
Experience
Work requires ten years of health care experience, preferably in an academic health care environment.
