Occupational Summary

The Network Analyst is responsible for all aspects of managing the Duke communications and infrastructure network, to include provisioning, installation, configuration, monitoring and ongoing maintenance of network infrastructure, as well as design, implementation, configuration, testing and support of network infrastructure.

Work Performed

LEVEL 1:

May participate in 24x7x365 monitoring and support for all network services.

Perform daily network monitoring and remediation of network issues.

Monitor and triage issues submitted via the Service-Now ticket queue or other monitoring tools.

Configure and install network equipment, to include, but not limited to, UPS kits, cable and network equipment, wire management and fiber infrastructure as required.

Document network infrastructure, equipment and technology, such as L1/2/3.

Troubleshoot, maintain and sustain physical network infrastructure (wired, wireless, servers, patch panels, power/cooling).

Maintain, support and install network infrastructure hardware and appliances including, but not limited to:

- Cisco Routers and Switches - Wireless Controllers and access points - DNS/DHCP equipment - Routing protocols, management & troubleshooting tools - Remote Access connectivity monitoring, support and resolution - Provide network monitoring and network trouble isolation and resolution.

Maintain and configure network switches and software (upgrade code, make scheduled changes, special upgrade projects, etc.) and other network infrastructure equipment.

Maintain documentation and follow procedures to ensure adherence to institutional, state and federal policies and regulations.

Perform other related duties incidental to the work described herein.

LEVEL 2:

In addition to the duties described for the Level 1, the Level 2 duties include the following:

Maintain and sustain network infrastructure for wired, wireless and network systems.

Maintain data, voice or video network hardware and systems; investigate and resolve network and hardware matters of significance; research, analyze, isolate and resolve errors; assess and update older networks as needed and in accordance with specified plans.

Provide technical support on data, voice or video networks for internal and/or external customers; answers technical questions; recommend and implement approved course of action. Provide technical leadership for data or voice network problem, incident, escalations and resolution.

Develop and maintain processes, procedures and metrics consistent with best practices and service level agreements to ensure 100% network service availability.

Seek opportunities to enhance organizational operational cohesiveness.

Design, implement, maintain, upgrade, and patch systems to be compliant with Duke information security policies and standards regarding protection from external and internal security attacks.

Administer, validate, and review network logging, access controls, audit logs and system integrity to maximize network and system security, integrity and data confidentiality.

Maintain currency on production networking technologies and best- practices to perform this role and make accurate trouble-isolation and determination of root cause issues.

Research and remediate generic and system-specific vulnerabilities.

Configure, optimize, document, provide reporting metrics, and develop procedures to support the network infrastructure via efficient engineering design, optimization, and troubleshooting with various tools, processes, and technologies.

LEVEL 3:

In addition to the duties described for the Level 2, the Level 3 duties include the following:

May function as a subject matter expert, with proficiency in defined area(s) of the profession.

May function as a generalist, with a broad knowledge of all aspects of the profession.

May function as a team leader, responsible for supporting management in day-to-day personnel oversight and workflow management activities.

Plan, design, implement, and integrate advanced network and technology solutions.

Work collaboratively with customer management, staff, and other stakeholders.

Provide technical leadership and consultative direction to multiple technical teams at any given time responsible for design, implementation, management, and support of IT network.

Responsible for keeping abreast of industry advances in multiple technical areas of expertise and applying this knowledge to Duke.

Monitor and adjust technology systems and tools to meet the business and organization needs.

Maintain industry relationships to ensure utilization of current principles, techniques and policies.

Maintain documentation and validation processes to ensure adherence to institutional, state, and federal policies and regulations.

Develop deployment or development plans.

Interface to customers/vendors.

Project champion for policy/practice changes affecting technical population (e.g., changes in systems, networking, clinical applications, etc.).

Perform the role of lead or primary technical contributor for multiple technology disciplines.

Provide technical leadership in design review engagements for reviewing solution designs and documentation.

Mentor technical staff to enhance/expand technical skills and expertise.

May manage team's workload and project schedules.

Provide team metrics to Manager.

Create and maintain internal operating policies, processes and procedures consistent with IT best practices and service level agreements to ensure service availability.

Develop and implement best practices such as incident and problem management, change control procedures, site documentation and cross- training.

Establish and report on the appropriate IT service metrics. Develop and maintain Service and Operating Level agreements and metrics/reporting for systems quality and performance.

Participate in the development of operating and capital expenditure forecasting for the purpose of assisting management to create budget plans.

Required Qualifications at this Level

Education/Training

Bachelor's degree in a related field, or four years of equivalent technical experience required.

LICENSURE/CERTIFICATION:

LEVEL 1:

Current N.C. driver's license may be required.

CCNA Certification preferred.

LEVEL 2 AND LEVEL 3

In addition to the certifications described for the Level 1,the Level 2 and Level 3:

CCIE/CCNP/CISSP certification preferred

Experience

Level 1 - No experience required beyond the minimum education (or equivalency) requirement.

Level 2 - Two years of related experience is required.

Level 3 - Four years of related experience is required.

Skills

LEVEL 1:

Extensive knowledge level / skill set of physical networking and telecommunications best practices, technologies and services.

Ability to troubleshoot Layer1 and Layer2 network issues.

Fundamental knowledge of cabling, fiber, network devices, fault and availability management.

Cabling infrastructure and installation, Network device Installation, Deployment, Monitoring and Configuration preferred.

Excellent interpersonal skills and strong abilities to develop and enhance relationships with team members, other technical staff, customers and internal groups.

Excellent communication skills in both written and verbal forms.

Excellent judgment and decision-making skills.

Excellent analytical abilities and innovative problem-solving skills.

May be required to lift up to 100 pounds.

May be required to drive personal vehicle to conduct Duke business/deliver and install equipment.

LEVEL 2:

In addition to the KSAs described for the Level 1, the Level 2 will demonstrate the following:

Must have production experience in the entire lifecycle of IP networks.

Expert level knowledge of L1/L2/L3 network technologies, VoIP/Video technologies such as Quality of Service (QOS), DSCP/DiffServ/COS, MPLS, OSPF and wireless technologies.

Cisco Networking and IP routing (MPLS, OSPF).

Level 3 knowledge and configuration / administration of network management tools including: CA Spectrum, Infoblox, Cacti and various OpenSourceTools, Cisco WCS/NCS, etc.

Extensive hands on experience setting up IP networks to guarantee highly available and robust networking (including automatic failover and notification, traffic analysis, QoS and policy based routing).

Extensive knowledge of network security technologies (ASA firewalls, VPN concentrators, IPS, logging & extensive ACLs).

Extensive knowledge of DNS, DHCP and IP protocols, Infoblox.

May be required to lift up to 50 pounds.

LEVEL 3

In addition to the KSAs described for the Level 2, the Level 3 will demonstrate the following:

Extensive knowledge (subject matter expert) skill set of networking/voice/video/security technologies and services.

Extensive knowledge of core Cisco products and technologies (Nexus/MPLS), in addition, VPN, STP, IPSEC, CBWFQ, SRST.

Demonstrated ability to manage multiple tasks, performed by a diverse group of professionals.
