General Description of the Job Class

Responsible for developing, organizing, directing, and monitoring the activities of one of the specialized Divisions within the Occupational and Environmental Safety (OESO) to ensure compliance with applicable federal, state, and local regulations, for example, those published by the EPA, OSHA, Homeland Security, DOT, NC Radiation Protection Commission, NC Dept. of Insurance, NC DHHS, as well as accreditation requirements from groups such as The Joint Commission, College of American Pathologists, and the Association for Assessment and Accreditation of Laboratory Animal Care when appropriate. Each OESO division consists of 5-16 professional, technical, and administrative staff. The manager is responsible for all aspects of personnel management and finance for the division.

Duties and Responsibilities of this Level

Direct, supervise, and manage the development of system-wide occupational and environmental safety policies and programs to serve the entire Duke University/Health System enterprise.

Ensure compliance with all applicable Federal/State/Local regulatory standards as well as those from other accrediting groups such as JC, CMS, and CAP.

Identify personnel, institutional and material resources needed to accomplish objectives. Develop and manage Division budget requirements in accordance with OESO and DUHS goals.

Assign and supervise the activities of subordinate staff to ensure effective and efficient productivity.

Develop Division staff to enhance professionalism and competence, ensuring their continual growth.

Perform various personnel actions such as recruitment, performance evaluations, and corrective actions.

Develop reports and presentations to communicate program performance, challenges, opportunities, etc.

Represent OESO as a subject matter expert with Duke inter-departmental teams as well as external groups.

Support the development of training programs to enhance employee knowledge of essential safety and environmental subject matter.

Review plans for expansion, modifications, or closures of facilities to assess potential safety or environmental issues. Collaborate with construction teams to ensure that all issues are understood and resolved.

Direct the development of internal policies, procedures and practices to ensure consistent and effective service to Duke University entities in accordance with OESO goals and objectives.

Manage the maintenance of comprehensive documentation of all Division activities, including reports of surveys, inspections, and incident reviews; records required to be kept by regulation; and other records as appropriate.

Required Qualifications at this Level

Education

B.S. in environmental health and safety, fire science, environmental sciences, health physics, industrial hygiene or other science related field relevent to the function of the specific division. Advanced degree preferred.

Experience

5 years of progressive experience in safety, industrial hygiene, or environmental management or other related field. Supervisory experience preferred.

Degrees, Licensure, and/or Certification

Professional Certification is required for some OESO Divisions.

Knowledge, Skills, and Abilities

Knowledge of federal, state and local laws and regulations pertaining to environmental management, compliance, and hazardous materials management.

Ability to use computer technology to manage data, maintain records, and generate reports.

Excellent oral and written communication skills.

Ability to plan and coordinate multiple diverse tasks simultaneously.

Organizational and personnel management skills.
