General Description of the Job Class

The Assistant Director of Talent Acquisition is responsible for developing and enabling the talent acquisition strategy for Nursing and Patient Care Services for Duke University Health System. This includes TA programs, policies, employee value proposition and brand, social media approach, operating models and metrics, and referral programs and capability. This role will lead and develop a team of TA/Recruiters who will drive the internal and external recruiting process for Duke Health through creative sourcing and emerging recruitment technology. This position is also responsible for ensuring that the employment function of the hiring process meets department and organizational goals and is conducted in accordance with federal guidelines and regulations, Duke policies, and Joint Commission standards. This role works collaboratively with the Director of Nursing & Patient Care Services, Talent Acquisition to oversee day to day recruiting operations.

Duties and Responsibilities of this Level

Collaborate with the Director of Talent Acquisition to determine strategic and tactical direction, methodology and resources required to develop and implement competitive internal and external TA/Recruiting programs to attract, assess, select and integrate best people programming across Duke Health

Develop and maintain professional consultative and collegial relationships across organization through understanding of various business needs and requirements. Identify value add talent strategies. Collaborate with key operational, clinical leadership to assess and prioritize needs and develop appropriate responses and plans. Consult with HR, senior business leaders & other key stakeholders to perform periodic needs analyses to identify hiring needs of the leaders. Collaborates with leadership to set pipeline strategy and enhances operational processes to enable strategic workforce planning/demand based hiring.

Lead, coach, and develop direct reports (TA Specialist, TA Consultant, TA Assistant, Sourcers) and project teams in a complex and high volume- recruiting environment to ensure successful execution of TA/Recruiting programs and initiatives. Establish guidelines for individual and team performance goals- (VOC, service, delivery, efficiency, quality) ensuring desired outcomes and meeting departmental and Duke University Health System strategic goals. Develop, appraise, and coach team members: arrange challenging assignments, provide opportunities for training and development and identify opportunities to enhance their strengths and minimize or overcome potential limitations. Supports and empowers the team to achieve success

Program Development and Implementation: Oversee TA/Recruiting strategy and programs that strengthen Duke University Health System???s ability to attract, assess, and integrate top-tier talent into the organization. Creates strategies that leverage internal and external partnerships to increase candidate pipelines and strengthen employer brand experience. Ensure TA/Recruiting programs and initiatives adhere to all legal, regulatory and budgetary requirements. Ensure the successful implementation and completion of TA/Recruiting projects

Data Analysis: Build and maintain a data driven TA/Recruiting organization to guide programs, projects and initiatives to systematically and proactively develop plans, analysis and strategies to forecast hiring needs. Analyze hiring results, metrics and other trends to manage performance of individuals and the team. Lead confidently using metrics and data driven analytical decision-making skills combined with pragmatic point of view. Solicits and monitors internal and marketplace feedback to evaluate and measure the effectiveness of all recruiting and sourcing activities, modifying processes as needed. Identifies and implements technology (ATS, CRM etc.) process enhancement, programs, and vendor relations required to enable a sustainable talent acquisition capability.

Diversity and Inclusion: Strong working knowledge of AAP and diversity initiatives to include Diversity & Inclusion program development and implementation. Ability to work across the organization to maximize TA/Recruiting D&I efforts. Ability to influence leaders in everything we do to ensure D&I is the foundation by which we live our values. Detailed knowledge of FLSA, HIPAA, ADA, COBRA, ERISA, FMLA, AAP, EEO and related state and federal regulations/employment law.

Required Qualifications at this Level

Education

Bachelor's Degree in Human Resource, Business or related field is required. Master's Degree in in Human Resource, Business or related field preferred.

Experience

Five years of work experience in talent acquisition or human resources required. Previous leadership experience preferred.

Knowledge, Skills, and Abilities

Experience in data analysis and interpretation required

Experience in workforce development, workforce planning, organizational design preferred.

Experience in health care, pharmaceuticals, health insurance or related industry preferred.

Demonstrated core knowledge of and ability to collaborate with all areas within HR such as talent acquisition, talent management, compensation, benefits, is preferred.

Previous experience successfully managing complex projects involving multiple stakeholders with a consistent track record of delivering on- time, high quality results.

Previous experience leading people with strong coaching, motivating and mentoring skills required.

Demonstrated ability to build constructive, collaborative business relationships across cultures and organization levels including top- level executives.

Demonstrated ability to toggle between strategy development & tactical execution.

Exceptional organizational and administrative skills, at ease with abundance of details and complexity, yet mindful of big picture, ability to handle multiple tasks, prioritize them, and carry them out independently.

Strong computer and analytical skills; proficient with Excel and PowerPoint required.

Demonstrated self-motivation, energy and tenacity in achieving results; optimistic yet realistic; upbeat attitude; ability to work in fast- paced, growing environment required.

Flexibility to travel both locally, regionally and nationally to represent Duke University Health System is required.
