Occupational Summary

Provide oversight and management assistance to Associate Director, Sponsored Programs in the receipt and accounting of funds from external sources for the support of sponsored programs; manage external cost reimbursement functions for Duke University.

Work Performed

Provide oversight to Associate Director, Sponsored Programs.

At a strategic level: Direct and coordinate receipt and accounting of funds from Federal agencies, industry and private foundations for support of University sponsored programs; assist in the preparation of applications for grants and contracts, monitor funds to ensure receipt and disbursement according to terms of grants or contracts, and submit fiscal reports as required.

Assist principal investigators to administer contracts and grants in accordance with University policies and sponsors requirements regarding records, reports controls and conditions governing expenditure of funds; maintain effective liaison with Federal auditors to facilitate audit of University records and resolve noted discrepancies.

Coordinate with support staff the development and successful negotiation of the Universitys Facilities and Administrative (F&A) rate agreement with Department of Health and Human Services and maintain indirect cost principles in accordance with OMB Circular A-21.

Update and maintain the Cost Accounting Standards Board Disclosure Statement (DS-2) for Duke University.

Keep abreast of changes in University accounting practices and procedures that may impact CASB DS-2. In collaboration with the Sr. Director, Cost & Reimbursement Accounting, provide advice and assist in communication on the impact of proposed costing legislation and regulatory initiatives and assess the regulatory impact on the CASB DS-2 and internal business processes.

Develop strategic initiatives to increase Federal costing policy awareness within the institution, ensure compliance through development of policies and procedures, and coordination of training with University Administrators.

Accomplish special projects in support of Financial Services and Cost & Reimbursement Accounting objectives.

Supervise staff to accomplish responsibilities listed above.

Perform other related duties incidental to the work described herein.

Required Qualifications at this Level

Education/Training

Work requires thorough knowledge of accounting and finance principles generally acquired through a bachelor's degree in accounting, business or a related field combined with the successful completion of a certified public accountant status or an equivalent designation. An advanced degree in a related field is preferred.

Experience

Work requires ten years professional experience in cost accounting, auditing, and/or post-award administration. Desire experience with Facilities & Administrative Cost Proposal preparation/negotiation and Comprehensive Rate Information System (CRIS database software program).
