Occupational Summary

Direct, administer and coordinate activities for Duke Transit Operations and Parking Services to ensure efficient, safe and economical operation.

Work Performed

Provide strategic leadership to ensure service delivery, planning, scheduling, financial management, budget, employee relations, labor relations, marketing, public relations, transit routing, legal, facility, and capital requirements are met for both transit operations and parking services. Analyze and evaluate University transit needs; prepare proposals and present plans to promote a comprehensive and consolidated operation.

Continually develop an outstanding team of parking and transportation staff to provide excellent customer service and high quality products and services at competitive prices. Administer staffing and resource planning and allocation. Direct various personnel functions including, but not limited to, hiring, performance appraisals, promotions, transfers, and vacation schedules. Evaluate and recommend policies and procedures for transportation service delivery and parking services.

Establish and maintain liaison with city transportation planning boards and with various Federal and State agencies to ensure conformance with appropriate guidelines and regulations, and to secure necessary support.

Work with local government officials and staff regarding service linkages between city transit operations and university transit operations.

Develop strategic goals, long-range plans and operating plans for transit operations and parking services. Create and present proposed operating and capital budgets for review and approval.

Work with various internal and external constituents to address transportation and parking policies, plans, issues and service requests.

Determine parking permit requirements, fee structures, and long term parking needs for the University including planning for capital expenses.

Insure compliance with all state and federal regulations regarding municipal-level transit operations.

Perform other related duties incidental to the work described herein.

Required Qualifications at this Level

Education/Training

Bachelor's degree. Graduate degree preferred.

Experience

Minimum of ten years experience in transit operations and/or parking services.

OR AN EQUIVALENT COMBINATION OF RELEVANT EDUCATION AND/OR EXPERIENCE
